Law No. 16/24, of October 22 – Approves the National Professional Training System Law – Entered into force on the date of its publication, establishing the general principles and objectives of the National Professional Training System. This law identifies the main stakeholders in professional training, defines their characteristics, classifies the modalities, and institutes certification, licensing, accreditation, and certification of training entities, as well as the organization of professional qualifications.


Legislative Authorization Law No. 4/24, of October 22, on the Legal and Tax Regime for Incremental Production in the Petroleum Concessions of the Maritime Zone - This law, effective on the date of its publication, grants legislative authorization to the President of the Republic, in his capacity as Head of the Executive, to legislate on the legal and tax regime, as well as the procedure for the adjustment of contractual terms applicable to incremental production in mature blocks, projects in underdeveloped areas of blocks in production, located in Angola’s Maritime Zone.


Law No. 17/24, of October 28, which approves the Gaming Activity Law – Effective from the date of its publication, this law defines the authorization and registration rules for Gaming Operators with the Regulatory, Supervisory, and Inspection Body of Gaming Activities. It establishes the principles governing the practice of gaming and regulates: a) the process for accessing the activity of operating games of chance or betting in casinos or gaming halls, social games, online games, and related or recreational games; b) the exercise of supervision and inspection of the activity; c) the fiscal regime, responsible gaming, and the prevention and fight against money laundering and terrorist financing; d) gaming advertising; and e) the sanctions regime. This Law repeals Law No. 5/16, of May 17 – The Gaming Activity Law.


PRESIDENT OF THE REPUBLIC 

PRESIDENTIAL DECREES


Presidential Decree No. 203/24, of October 7, which approves the Agreement between the Government of the Republic of Angola and the Government of the Dominican Republic on Mutual Exemption from Visas for Nationals Holding Diplomatic, Service, and Official Passports. This Decree, effective from the date of its publication, exempts holders of valid Diplomatic and Service Passports for a period of not less than six (6) months from the requirement to obtain a visa to enter, transit, remain, or depart from the other Party’s territory for stays of up to ninety (90) days.

Presidential Decree No. 202/24, of October 7, which approves the General Cooperation Agreement between the Government of the Republic of Angola and the Government of the Dominican Republic – Effective from the date of its publication, this Decree establishes the framework for relations between the Governments of Angola and the Dominican Republic regarding technical and economic cooperation in agreed projects and/or specific programs. Initially, cooperation will focus on the energy, culture, and tourism sectors, without prejudice to others that may be defined by the parties.


Presidential Decree No. 207/24, of October 8, which approves the Cooperation Program between the Government of the Republic of Angola and the Government of the Republic of Serbia in the Field of Culture for the Period 2024-2026 - This Decree, effective from the date of its publication, establishes the terms of cooperation between the Governments of Angola and Serbia in the cultural sector through mutual exchange and direct cooperation between institutions in the fields of arts and culture.


Presidential Decree No. 206/24, of October 8, which approves the National Institutional Communication Plan of the Executive (PNCIE 2024-2027) – Effective from the date of its publication, this decree outlines the Executive's approach to improving institutional communication to ensure clarity, efficiency, and acceptance in the Executive's communications, as well as humanizing the relationship with citizens. According to the decree, the stated objectives aim to implement the Head of the Executive’s directive “Work More and Communicate Better,” strengthening the sense of belonging and pride in the "Angola Brand" among public service users, as well as residents in the diaspora (academics, influencers, and opinion-makers, think tanks) from different communities abroad.


Presidential Decree No. 210/24, of October 9, which approves the Memorandum of Understanding between the Ministry of Agriculture and Forests of the Republic of Angola and the Ministry of Agriculture, Food and Rural Affairs of the Republic of South Korea on Cooperation for Increased Rice Productivity in the Republic of Angola - This Decree, effective from the date of its publication, establishes the terms of bilateral cooperation between Angola and South Korea regarding rice cultivation and the improvement of rice seed production and supply systems in Angola. With the signing of the Memorandum, Rice Cultivation and Seed Production Complexes will be implemented to ensure increased rice productivity in Angola.


EXECUTIVE DECREES 

PRESIDENT OF THE REPUBLIC


Executive Decree No. 179/24, of October 10, which approves the Regulation for the Procedure and Requirements for Authorization to Pay Wages Below the National Minimum Wage Amount – Effective from the date of its publication, this Regulation establishes the rules, procedures, and requirements that employers must follow when requesting authorization to pay wages lower than the national minimum wage, as defined in Presidential Decree No. 152/24 of July 17.

PRESIDENTIAL DISPATCHES


PRESIDENT OF THE REPUBLIC

Presidential Dispatch No. 248/24, of October 25, authorizing the conclusion of the Financing Agreement for the Contracting of a Credit Line between the Republic of Angola, represented by the Ministry of Finance, and Rand Merchant Bank, based in South Africa – Effective from October 26, 2024, this Dispatch authorizes the contracting of the said credit line in the amount of USD 400,000,000.00 (four hundred million United States dollars), to provide the necessary financial resources to meet treasury needs.


Presidential Dispatch No. 250/24, of October 25 – Effective from October 26, 2024, this Dispatch authorizes the privatization, through a Limited Tender Procedure with Pre-Qualification, in the form of asset sale, of CIF industrial units and logistics centers located in the Municipalities of Viana and Icolo e Bengo, namely: i. Lot 1: Cement Factory (CIF Cement) and Logistics (CIF Logistics); ii. Lot 2: Brewery (CIF Lowenda); iii. Lot 3: Car Assembly Factory (CIF CSG Automobiles). 

       

LETTER 

PRESIDENT OF THE REPUBLIC


Letter of Adherence No. 5/24, of October 11, (effective from the date of its publication), through which the President of the Republic affirms the formal adhesion of the Republic of Angola to the Protocol on the African Charter on Human and Peoples’ Rights on the Establishment of the African Court on Human and Peoples’ Rights, through Resolution No. 48/24, of July 11.

Letter of Adherence No. 6/24, of October 11, (effective from the date of its publication), through which the President of the Republic affirms the formal adhesion of the Republic of Angola to Convention No. 102 on Social Security — Minimum Standards, aimed at promoting the implementation of International Labour Standards, through Resolution No. 98/24, of August 30.

 

DIRECTIVE

NATIONAL BANK OF ANGOLA


Directive No. 06/2024 of October 7 – Concerning the Indicative Exchange Rates for Buying and Selling Submitted by Banking Financial Institutions on the Bloomberg FXGO Platform (AOA – BGN) – Effective from the date of its publication, this Directive adjusts the procedures that banking financial institutions must follow when entering indicative rates on the Bloomberg Platform. 

This Directive repeals all conflicting regulations, namely: Directive No. 03/DMA/2020, of June 20, and Directive No. 04/DME/2023, of February 2.
